Zoning Bylaw Amendment (Rezoning)

Below are current Zoning Bylaw Amendment Applications:

The County of Hastings has received an Application to create a Draft Plan of Subdivision File No. 12T-22-001. 

Civic Address: 512 Woodcox Road
Legal Description: Part of Lots 7 and 8, Concession 2, in the Geographic Township of Herschel

A Zoning Bylaw Amendment Application File No. R-2025-034 is required to rezone the newly created lots from the Marginal Agriculture (MA) Zone to the Rural Residential (RR) Zone.

The Draft Plan of Subdivision includes 20 new lots and a new road.

To support the Draft Plan of Subdivision, the applicant was required to hire consultants to conduct studies and reports. The County of Hastings hired consultants to Peer Review the originally submitted studies and reports. Below is a list of the studies and reports that were submitted to support the Draft Plan of Subdivision:

The Notice of Public Meeting was issued and the Application is scheduled for a Public Meeting at the Council Meeting on Wednesday, May 21, 2025 at 9:00 am in the Council Chambers at the Municipal Office.

The Municipality is in receipt of an Application to rezoned 752 Peterson Road to a site-specific Special Recreational/Resort Commercial (RRC-***) to permit a tourist establishment.

The effect of the Application will be to permit the following tourist establishment use:

  • Sixteen (16) A-framed housekeeping cottages with a bathroom and kitchen
  • One (1) 12.19-metre-high housekeeping cottage in a lookout tower with a bathroom and kitchenette
  • An internal road
  • A private well and private septic systems
  • The common area will include a management building and pool. The common area will be serviced by a water well and septic system (which have been constructed).

To support the Zoning Bylaw Amendment, the applicant has submitted reports and studies, including:

  • Planning Justification Report dated October 2024, with an Addendum dated January 2026, was submitted to review and evaluate the proposed development in accordance with the Planning Act, the Provincial Planning Statement, County of Hastings Official Plan, and the Comprehensive Zoning Bylaw.
  • Environmental Impact Study reviewed the Species At Risk, Significant Wildlife Habitat, Fish Habitat and the wetland on and near the property, assessed the impact of development on these natural heritage features and areas, and proposed recommendations to mitigate any adverse impacts.
  • Traffic Impact Briefing (revised) was submitted to assess the impact of the proposed development on Municipal roads and to review the internal road for the proposed development.
  • Hydrogeological Assessment (revised) was submitted to assess the occurrence, distribution and effect of groundwater on the site, the impact of the proposed development, and any recommendations to mitigate any negative impacts. The Hydrogeological Investigation Report included a review of water supply and the impact of the proposed septic system.
  • Functional Servicing and Preliminary Stormwater Management Report (revised) was submitted to determine drainage patterns, ensure adequate water supply for the proposed development, ensure the septic system is suitable and able to accommodate the proposed development, and to recommend stormwater management on the lot.

These reports and studies were Peer Reviewed by Jp2g Consultants on behalf of the Municipality.
